The former Preston North End boss parted company with Shrewsbury a couple of months ago but has been identified as the man to take Stockport forward by the club's new owners.
Chairman Alwin Thompson said: "I am very pleased we're sitting here with Paul because I think it's a great appointment to take this club forward."
County visit Sixfields for a League Two clash on 4 December.
